Emission Inventory 

Navajo Air Quality Control/Operating Permit program (NAQCP/OPP), the program makes every effort to establish existing conditions of air quality on the Navajo Nation and to protect the air quality by regulating the sources of the pollution on the Navajo Reservation. The program also makes plans for and implements emission reduction strategies, regulation developments, and policy evaluations.

Navajo Nation Emission Inventory Project (NNEI)-2005

The Navajo Nation Emission Inventory (NNEI) focuses on developing a comprehensive baseline emission inventory of air pollution sources on the Navajo Reservation. The project will focus on developing a more inclusive inventory of air pollution sources on the Navajo Reservation. The data provided will improve the accuracy of baseline emission data from which emission reduction strategies, air modeling, regulation development, and policy evaluations can be planned and implemented.

Broad general goals of the inventory effort include the following:

*confirm the point sources to be inventoried

*obtain base year 2005 emission inventory data from the thirteen (13) Title V and non-Title  V point sources.

*identify potential emission sources and activity data to develop area source emission estimates

*develop and format National Emission Inventory (NEI) Input Format (NIF) records for each source based on equipment descriptive information and related emission data.

Inventory Parameters

Geographic Area to be inventoried: The study domain for the Navajo Nation criteria pollutant emissions inventory covers the entire geographic boundary of the Navajo Nation. Also included are Canoncito (To’hajilee), Alamo, and Ramah (Tl’ohchini) that are outside of the primary Navajo Reservation. The Hopi Reservation, which lies completely within the Navajo Nation land Area, will also be included in the inventory study domain.

Pollutants Addressed: The Navajo Nation Emission Inventory (NNEI) will contain emission estimates for the following criteria pollutant:

-Carbon Monoxide (CO)

-Nitrogen Oxide (NOx)

-Condensable particulate matter (PM-CON)

-Filterable and primary particulate matter less than 2.5 microns (PM2.5-FIL and PM2.5-PRI) 

-Filterable and primary particulate matter less than 10 microns (PM10-FIL and PM10-PRI)

-Sulfur dioxide (SO2) 

-Volatile organic compounds (VOC) 

-Ammonia is also included in the NNEI as a precursor to PM formation

Sources Addressed: The inventory will address criteria pollutant emissions from stationary point sources and nonpoint (i.e., area) sources.

Base Year: The goal of this inventory development process is to provide emission data with a 2005 base year. The 2005 point and area source emissions inventory data files will be formatted consistent with the U.S.EPA‘s NEI Input format (NEI) for transfer to the Navajo Nation’s Emission Data Management System and for submittal to EPA for NEI purposes.
